on a non-partisan basis, and
they serve as
the community’s
decision-makers.
The Village Board members are
composed of eight trustees,
and one Village President,
who is our
Mayor, Arlene Mulder.

SERVICES
Village Manager's Office
Arlington Heights utilizes the Council-Manager form of government. The
Manager is appointed by the
Village Board composed of
the Village President and
Board of Trustees; the
President and Trustees
comprise the Village Board,
the elected representatives
of the community.
The Manager serves as the
chief administrator of the
Village and provides the
benefits of training and
experience in administering
a local government’s staff,
its projects, and its
programs. The Village
Manager role is similar to
that of a chief executive in
a multi-department service
organization.
The Manager’s Office
consists of the Assistant to
the Village Manager and the
Community Relations
Coordinator plus three
administrative support
personnel.
As administrative head of
the Village Government, the
Manager is responsible
for the supervision and
coordination of all
Departments, and the
appointment of all Village
personnel other than those
members of the Police and
Fire Departments who are
appointed by the Board of
Fire and Police
Commissioners. The Village
Departments include:
Finance, Planning &
Community Development,
Building, Engineering,
Legal, Health Services,
Police, Fire, Public Works,
and Human Resources.

The Village Manager’s Office
makes recommendations to the
Village Board, implements
the Board’s decisions,
prepares the Village Board
agendas, develops and
recommends the proposed
Village budget, and oversees
internal communications
between Departments as well
as Village communications
with the public. In
addition, the Manager’s
Office handles liquor
licensing, citizens’
inquiries and unresolved
complaints.
Profile of Bill Dixon,
Village Manager

Village Manager of Arlington
Heights since 1993, Bill has
an extensive career in
Municipal Management over
the past 37 years. His
career began as
Administrative Assistant to
the City Manager of
Champaign, Illinois, and
subsequently advanced to
Village Administrator of
Glen Ellyn, Illinois; City
Manager of Carbondale,
Illinois; and City Manager
of St. Louis Park,
Minnesota.
Bill has a Bachelor of Arts
Degree from Loyola
University of Chicago and a
Master of Arts from the
University of Illinois. He
and his wife Marianne are
residents of Arlington
Heights and have 4 adult
children.

The Building Department focuses on three major areas in the
Village: inspections, compliance and fire protection services.

The Engineering Department is responsible for planning,
designing and inspecting construction of public improvements in the Village.

The Finance Department provides financial management for
the Village and oversees the Information Technology Division, which is
responsible for managing computer systems for the Village; and the GIS
Division.

Fire
The Fire Department, which started as a volunteer Fire
Department and has served the public for over 100 years, provides the
Village with fire and paramedic services. There are four fire stations
within the Village.

Health
Services
Health Services addresses the physical, environmental and
social needs of the community. The Department oversees the operations of the
Village’s Teen Center and Senior Center.

Human Resources
Human Resources administers the Village’s personnel
program including recruitment, testing, selection, maintenance of the
classification and pay plans, management of employee benefit programs and
the Workers’ Compensation Program.
Legal
The Legal Department provides legal advice to Village staff
with respect to the formulation, implementation and enforcement of
applicable code provisions.
Planning & Community
Development
The Planning Department provides professional and
technical assistance regarding planning, zoning and subdivision matters. The
Department also administers various grant programs, formulates policies
affecting the Village’s overall development, and monitors community and
economic development.

The Police Department, which has been in service for over 100
years, provides police protection of the community including patrol
operations, investigation services, crime prevention and limited animal
control.

Public Works maintains all municipally owned streets and
sidewalks, trees and landscaping, water and sewer systems, buildings and
grounds, street lights and traffic signals, and provides other necessary
services such as street sweeping, snow removal and ice control.
