The Village of Arlington Heights’ Human Services program’s philosophy consists of “giving a hand up rather than a hand out, a fishing pole rather than a fish”. The Human Services Division of the Health & Human Services Department is concerned with the general social needs of the community and its citizens. It frequently requires the combined and coordinated efforts and resources of various Health & Human Services staff and local agencies. Those who are helped are asked to “pay it forward” by donating their time and energy to assist a fellow resident needing help with grocery shopping, rides to the doctor, volunteering to collect money when we are tagging for the Emergency Assistance Fund, etc. Finally, it can be said that the Village attempts to live up to the motto "The City of Good Neighbors."
Counseling assistance is provided to residents by referring them to community agencies. Financial aid for counseling is based on a sliding scale for Arlington Heights residents with low-income. To apply, you can obtain the Human Services Application

Emergency Financial Assistance
With funds from the Village of Arlington Heights, Salvation Army, Arlington Heights Clergy Fellowship Association and private donations, financial assistance is provided to residents, who qualify, with emergency financial needs such as rent and utility payments, food vouchers, prescriptions and other basic needs. This service is a temporary assist when a family finds itself having some sort of financial crisis. Donations from residents who wish to assist our less fortunate residents are gratefully accepted and very much needed. Holiday Assistance Program
The Holiday Assistance Program works in partnership with the community to provide gifts and financial assistance for low-income families in our village. Residents and businesses sponsor individual families and provide food, gifts and other needs that the family may have.
Referrals and limited assistance are provided to residents and transients with emergency housing and shelter needs. Information and referrals are available regarding agencies which provide housing services. For information on affordable housing, see Planning Department.
Human Services Directory
The Human Services Division of the Health & Human Services Department coordinates the publishing of the Human Services Directory. This directory lists over 150 human service agencies and special services available to Arlington Heights residents.

This service is provided to all people requesting information and guidance to address social needs for themselves or their family members.
Park District Scholarship
A scholarship for Park District programs is available for low-income families based on a sliding scale. This discount covers two programs per session for each member of the family. In addition to classes, the scholarship may cover activities such as pool passes, summer day camp, etc. Please ask the Park District for any classes that may be exempt from this scholarship. The scholarship also applies to the Children At Play (C.A.P.) before and after school program depending on the availability of funds.. You must fill out the Human Services Application to apply. Education is provided to various community organizations and local groups as to the social needs of the community and sensitizes them to the need to cooperate with all interested and concerned parties.
