Village Manager of Arlington Heights since 1993, Bill has an extensive career in Municipal Management over the past 39 years.  His career began as Administrative Assistant to the City Manager of Champaign, Illinois, and subsequently advanced to Village Administrator of Glen Ellyn, Illinois; City Manager of Carbondale, Illinois; and City Manager of St. Louis Park, Minnesota.

Bill has a Bachelor of Arts Degree from Loyola University of Chicago and a Master of Arts from the University of Illinois. He and his wife Marianne are residents of Arlington Heights and have 4 adult children. 

Professional affiliations consist of:

  • Member of the International City and County Management Association
  • Former member of the Professional Conduct Committee of the Illinois City and County Management Association and now a member of the Association’s Board of Directors.
  • Member of the Executive Committee, of the Solid Waste Agency of Northern Cook County 1999-2005.
  • Board member of Northwest Central Dispatch Systems serving 400,000 customers with emergency telecommunications.
  • Introduced the Mediation Program to the Northwest Municipal Conference in 1993 and chaired the committee assigned to implement mediation service for a 50-member intergovernmental agency.

Recognition and Awards
With the support of the Village Board and through the efforts of Village Staff, Arlington Heights has received numerous awards and recognitions during Bill Dixon’s tenure as Village Manager.

  • National League of Cities’ Howland Award for Urban Enrichment, 2000.
  • Metropolitan Planning Council’s Burnham Award for Excellence in Planning and Implementation for Arlington Heights Downtown Re-development, 1999.
  • American Planning Association’s 2001 Outstanding Planning Award for Implementation of Downtown Redevelopment.
  • Honorable mention in the U.S. Conference of Mayor's and Waste Management's City Livability Awards in 1999.
  • 1995, 1996, 1998 recipient of the Governor's Hometown Award.
  • HUD Best Practices Award for Arlington Heights Senior Center, 1998.
  • Two 2005 “Project of the Year in Structures” awards from the American Public Works Association for the L.A. Hanson Public Works Center.
  • First place in the 1998 American Public Works Association, Chicago Metropolitan Chapter for Project of the Year, Structures $2,000,000 to $10,000,000.
  • A 2005 Recognition for 50 years of the Council-Manager form of Government from both the International City/County Management Association and the Illinois City/County Management Association.
  • Presidents’ Arts Friendly Community Award presented by the Illinois Arts Alliance and the Illinois Municipal League.
  • 2008 Daniel Burnham Award for Excellence in Planning to the Village of Arlington Heights for development of the mixed-income Timber Court Condominium project.
