Q: What is a Council-Manager form of Government?
A:
This is a system of local government that combines the political leadership of elected officials with the professional experience of an appointed local government manager. The Village Manager is appointed by the Village Board and implements Board decisions and policies, oversees the delivery of public services, and manages Village employees.

Q: Can I speak at a Village Board meeting?
A: If you wish to address the Village Board on a matter that is not included on a Meeting Agenda, a resident can do so under the “Citizens to Be Heard” portion of the Agenda. The first step is for a resident to call the Village Manager’s Office, 847-368-5100, to discuss the matter with the Village Manager.
By doing so, the Village Manager is able to review the issue with appropriate Staff and provide responses at the Board Meeting, if necessary.
To participate in the “Citizens to be Heard” portion of the Agenda, a “Request to Address the Village Board” card must be filled out at the Board Meeting. The cards can be obtained from the Village Clerk. In order to provide sufficient time for all residents to speak, each person is allowed three minutes to address the Board. If a resident attends a meeting and would like to address the Board on an Agenda item, they will have an opportunity to speak when the Agenda Item comes before the Board. Residents talking on a specific Agenda Item should not speak under “Citizens to be Heard.”

Q: When are the Village Board meetings?
A: Board meetings are held on the first and third Mondays of every month at 8 PM in the Board Room on the third level of Village Hall, 33 S. Arlington Heights Road. Any regularly scheduled Monday night Board meetings that fall on an Observed Legal or Religious holiday are held on the Tuesday night immediately following the holiday.

Q: What are the hours Village Hall is open?
A: 8 AM to 5 PM, Monday through Friday. Village Hall is closed on New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and day after, Christmas Eve and Christmas Day.

Q: Does the Village oversee the Park District and Library?
A: The Arlington Heights Park District and Arlington Heights Memorial Library are two separate governmental entities. The Village has no jurisdiction over the policies and programs for the Park District or the Library. Q: Can I reserve a room at Village Hall?
A: Some Meeting Rooms are available for the public to reserve for a meeting, provided the group planning the meeting is from another Village governmental agency, is a non-profit organization primarily based in Arlington Heights, or organizations comprised predominately of either Village residents or business owners or both. Q: What is the difference between a Village Manager and a Village President (Mayor)?
A:
The Village Manager is the full-time professional administer appointed by the Village Board to oversee day-to-day operations of the Village, make recommendations to the Board, and implement the Board’s policies and decisions. As administrative head of the Village, the Village Manager is responsible for the supervision and coordination of all Departments, and the appointment of Village personnel other than those members of the Police and Fire Departments who are appointed by the Board of Fire and Police Commissioners.
The Village President, who can also use the title “Mayor”, is an elected position that serves as the presiding officer of the Village Board. The Village Board consists of the Village President and eight Trustees who are elected at large to serve four-year terms. The Board is the legislative branch of the Village and exercises its powers as provided by State law and Village ordinance relating to the health, safety and welfare of the Village. The Village President also serves as the Liquor Commissioner.
