
About Bids & Request for Proposals
The Purchasing Division provides a fair and competitive process for the acquisition of goods and services for the Village. This division processes all purchase orders. All bids and RFP's (Request for Proposals) are issued and administered through the Purchasing Division. Purchases of less than $10,000 are made in accordance with established procedures for small dollar purchases and informal quotations. Purchases in excess of $10,000 are subject to formal bidding procedures.
Vendors may complete a Vendor Application form in order to receive notice from the Village of upcoming bids/proposals. Completed forms can faxed or mailed to the Purchasing Division. Vendors can view "Doing Business in Arlington Heights", a PDF guide outlining general procurement information for doing business with the Village of Arlington Heights.
Visits by sales representatives are welcomed. It is recommended that an appointment is scheduled in order to productively utilize both the Purchasing Assistant's and salesperson's time. Appointments can be made by calling Paula Kereluk, Purchasing Assistant at 847.368.5505.

2013 MFT RECONSTRUCTION PROGRAM
Sealed bids for the 2013 MFT Reconstruction Program will be received by the Village of Arlington Heights, Purchasing Division, 33 South Arlington Heights Road, Arlington Heights, Illinois, until 11:00 A.M., Thursday, May 23, 2013, local time, at that time the bids shall be publicly opened and read aloud.
There will be a pre-bid meeting held on Tuesday, May 21, 2013 at 11:00 A.M. in the Engineering Conference Room at the Village Hall, 33 South Arlington Heights Road, Arlington Heights, Illinois 60005.
All bidders must be prequalified by the Illinois Department of Transportation category 003 Hot-Mix Plant Mix for a minimum of $2,000,000.00.
Copies of the Bid documents and plans may be obtained as of Thursday, May 9, 2013 during regular business hours from the Finance Department, Village of Arlington Heights, 33 South Arlington Heights Road, Arlington Heights, Illinois 60005, weekdays 8:00 A.M. to 4:30 P.M. There will be a non-refundable fee of $35.00 per set of plans.
Bidders shall comply with the Prevailing Wage Rate Act, Preference to Illinois Workers Act, Standard Specifications for Road and Bridge Construction (SSRBC). Bidders will also be required to comply with the applicable equal employment opportunity provisions.
No bid shall be withdrawn after the opening of the proposals without the written consent of the President and Board of Trustees of the Village of Arlington Heights. The Village of Arlington Heights reserves the right to reject any or all proposals, to waive informalities in bidding and to accept the proposal deemed but the Board of Trustees to be the most favorable to the interests of the Village.
2013 RESURFACING PROGRAM & SIDEWALK PROGRAM
Sealed Proposals for the Village of Arlington Heights 2013 Resurfacing Program & Sidewalk Program will be received on or before, but no later than 11:00 a.m. local time on May 23, 2013. Said proposals must be deposited at the Finance Department for the Village of Arlington Heights, 33 S. Arlington Heights Road, Arlington Heights, IL 60005. Bids will be publicly opened and read out aloud at this time.
The above designated work and improvements referred to as 2013 Resurfacing Program & Sidewalk Program shall include the resurfacing of approximately 7.3 miles of bituminous streets, and intermittent concrete panel replacement on approximately 1 mile of concrete streets within the Village of Arlington Heights. This work will include, but is not limited to, bituminous surface removal; curb and gutter removal and replacement; sidewalk removal and replacement; bituminous paving; bituminous pavement patching; concrete panel replacement; driveway repair; structure reconstruction and restoration. The locations for this work are shown in the Contract Documents. This work shall be to the requirements as indicated in the Contract Specifications.
A copy of the Contract Documents are on file and available for inspection at the office of the Director of Engineering, Village of Arlington Heights located at 33 S. Arlington Heights Road, Arlington Heights, IL 60005. Copies of the Contract Documents may be obtained on May 13, 2013, from the Finance Department at the address named above upon payment of $35.00, non-refundable fee between the hours of 8:00 a.m. to 4:30 p.m.

Cash, bid bond, cashiers check, certified check drawn on a solvent bank in the State of Illinois, payable without condition to the Village of Arlington Heights in an amount not less than five percent (5%) of the bid, shall be submitted with each Proposal.
A Pre-Bid Conference will be held on May 20, 2013 at 10:00 a.m. in the Engineering Conference Room, Village of Arlington Heights, 33 S. Arlington Heights Road, Arlington Heights, IL 60005. Bidders questions will be responded to at that time only. It is suggested, but not required, that any questions regarding the bid documents be submitted to Nanci Julius, P.E., Civil Engineer prior to the Pre-Bid Conference in order to allow the Village sufficient time to adequately research and prepare a response for the conference.
The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to award a Contract which, in its judgment, is in the best interest of the Owner.
Bidder must furnish a current copy of their Certificate of Eligibility issued by the Department of Transportation, State of Illinois, category 003 Bituminous Plant Mix, in order to bid on this project. All bidders shall be pre-qualified at a minimum of $3.5 million. The Affidavit of Availability must be submitted with the proposal, showing all uncompleted contracts awarded to them and all low bids pending award for Federal, State, County, Municipal and private work.
HOT MIX ASPHALT RESTORATION PROJECT
Sealed bids for the Hot Mix Asphalt Restoration Project will be received by the Village of Arlington Heights, Purchasing Division, 33 S. Arlington Heights Road, Arlington Heights, Illinois, until 11:00 A.M., May 23, 2013, local time, at that time the bids shall be publicly opened.
There will be a Pre-Bid meeting on May 21 , 2013 at 9:00 a.m. located at the Public Works Facility, 222 N. Ridge Ave. Arlington Heights, IL 60005.
Copies of the bid documents and specifications may be obtained at the Village of Arlington Heights, 33 S. Arlington Heights Road, Arlington Heights, IL.
Requirements of this bid are: Bidders must submit bid security of 10% of total bid and bidders must comply with the Illinois Prevailing Wage Rate Act. Bidders will also be required to comply with the applicable equal employment opportunity provisions.
