Village Board Goals : Updated July 27, 2011

 
1.        FOCUS ON VILLAGE-WIDE BUSINESS DEVELOPMENT
 
1a.       Monitor Business District Beautification Program
 
1b.       Promote equitable modifications to Cook County real estate classifications to be more business friendly
 
1c.       Attract large national stores
 
1d.       Continue and refresh the comprehensive Marketing and Business Plan
 
              1e.       Encourage development of uniform retail hours Downtown, including evenings
 
              1f.      Increase and maintain business occupancy rate
                 (a)  Continue and/or expand business attraction program, i.e. trade shows,
                                      tax incentives, Arlington Economic Alliance
                              (b)   Continue to identify and revitalize underperforming shopping areas
 
              1g.       Evaluate effectiveness of marketing brand and program
 
1h.      Unify efforts of the Village, Chamber of Commerce & Economic Alliance
                         to develop coordinated efforts for business retention and development.       
                              (a)  Encourage and support efforts of the Arlington Heights Chamber of
                                    Commerce
 
2.     DEVELOP EFFECTIVE TRANSPORTATION PLANNING
 
2a.       Support and promote Star Line through its completion to relieve congestion
 
2b.       Promote Route 53 extension
 
2c.       Encourage greater use of mass transit and bicycles to alleviate traffic congestion
 
2d.       Monitor FAA noise reduction initiatives
 
             2e.       Explore the possibility of developing local shuttle service for hotels,
                         Arlington Park, OTB, Downtown eateries, shopping and recreation areas
                        as well as job centers
 
             2f.        Monitor METRA and PACE to assure continued service and effectiveness
(a)    Improve Metra communication and education to commuters
(b)    Promote METRA services to people living outside Arlington Heights to fill  
                                    their shopping and recreational needs in Arlington Heights
  
3.     BALANCE THE BUDGET
 
3a.       Promote retention/attraction of car dealers
 
3b.       Consider new revenue sources to ensure provision of essential services
 
3c.       Continually evaluate cost and allocation of Village services
 
3d.       Promote cooperation in cost savings with all public governments
 
4.     MAINTAIN BEST PRACTICES TO ASSURE QUALITY LEVEL OF ESSENTIAL SERVICES
 
4a.       Continue infrastructure repair
            (a)  Explore additional options to improve pavement integrity
            (b)  Sidewalk maintenance – concrete & pavers
            (c)  Flood control
 
4b.       Continue to monitor the needs for Senior services
 
4c.       Continue to explore upgrade of Police Facility
 
4d.       Use of performance measures to assess departmental progress
            (a) Apply quality improvement methods to department outcomes
            (b) Continue to utilize cross department evaluation to facilitate time reduction of approval
 
4e.       Urge upgrade/reliability of electrical service to the Arlington Heights Community
 
5.     ENSURE POLICIES THAT ENCOURAGE EMPLOYEE PARTICIPATION AND MORALE
 
            5a.       Recognize and publicize employee accomplishments
 
            5b.       Continue/expand opportunities for staff to interact with Commission and
                        Board members
           
            5c.       Create team building and morale activities
 
6.     ENSURE LOW CRIME RATE
 
6a.       Participate in Regional, State, and National efforts
 
6b.       Continue to implement community policing philosophy
 
6c.       Increase visibility of police patrols/squad cars
 
             6d.       Explore formation of a retired Police Officer program to work with Schools
 
7.     IMPROVE VILLAGE COMMUNICATIONS AND CITIZEN COMMUNICATION
 
7a.       Expand use of Cable Access Channel
7b.       Improvement of internal Board communication through reports from Mayor and Trustees on Village related business/legislative activities when representing the Village
 
7c.       Further develop use of website and other modes of electronic media
           
             7d.       Increase Board outreach and accessibility
 
             7e.       Increase citizen awareness of Regional and National recognition of their hometown
 
             7f.        Submit Village news and accomplishments to local media for publication
 
             7g.       Explore the creation of an Audio Visual Commission or support group
 
             7h.       Continue to promote use of public buildings by the public
 
             7i.        Promote on-line payments for Village licenses, fees, and registrations
 
             7j.        Review Board Policies
 
8.         CONTINUE TO EXPLORE AND ENCOURAGE AFFORDABLE PRIVATE HOUSING
 
             8a.       Investigate availability of handicapped accessible and attainable apartments
 
             8b.       Assure Arlington Heights meets State attainable housing percentage requirements
                             
9.           PROMOTE HEALTH ISSUES
 
              9a.       Improve support of organ donations
     
              9b.       Encourage educational efforts on nutrition and obesity
                     
10.       PROMOTE GREEN-BASED POLICIES AND SERVICES
 
             10a.     Educate in-house staff on green practices
 
             10b.     Develop incentives for the public and businesses to further recycle
 
             10c.     Seek grant to partner with green provider for green-based services
 
             10d.     Encourage SWANCC to increase collaboration in green initiatives with Member municipalities
 
              10e.     Explore creation of a motor scooter parking area at the train station
 
              10f.      Explore implementation of no-idle option
