Village Board Goals : Updated July 23, 2013

1. FOCUS ON VILLAGE-WIDE BUSINESS DEVELOPMENT
  • Improve Business District Beautification Program i.e., banners, entry signs, plantings
     
  • Promote any available modification to Cook County real estate classifications to be more business friendly i.e., 6B designations
     
  • Redevelop the comprehensive village-wide Marketing and Business Plan
     
  • Encourage development of uniform retail hours Downtown, including evenings
     
  • Increase and maintain business occupancy rate
          1.) Continue and/or expand business attraction program, i.e. trade shoes, tax incentives, Arlington Economic Alliance
          2.) Continue to identify and revitalize underperforming shopping areas
          3.) Attract large regional stores
     
  • Actively support and monitor results of the newly created Village and Chamber of Commerce Agreement
          1) Encourage collaboration between the Business Development Coordinator and the newly create Chamber position pursuant to the Agreement

2. DEVELOP EFFECTIVE TRANSPORTATION PLANNING
  • Support and promote Star Line concept
     
  • Promote Route 53 extension funding
     
  • Encourage greater use of mass transit and bicycles to alleviate traffic congestion
         1.) Promote safety laws and education through the Bicycle and Pedestrian Commission
  • Monitor FAA noise reduction initiatives
  • Explore the possibility of developing local shuttle service for hotels, Arlington Park, OTB, Downtown eateries, shopping and recreation areas as well as job centers.
     
  • Monitor METRA and PACE to assure continued service and effectiveness
        1.) Improve METRA communication and education to commuters
        2.) Improve METRA services to people living outside Arlington Heights to fill their shopping and recreational needs in Arlington Heights

3. BALANCE THE BUDGET

  • Promote retention/attraction of car dealers and other large retailers
     
  • Consider new revenue sources to ensure provision of essential services
     
  • Continually evaluate cost and allocation of Village services
     
  • Promote cooperation in cost savings with all public governments
     
4. MAINTAIN BEST PRACTICES TO ASSURE QUALITY LEVEL OF ESSENTIAL SERVICES
  • Continue to provide a full range of Senior services

     
  • Use of performance measures to assess departmental progress
         1.) Apply quality improvement methods to department outcomes
         2.) Continue to utilize cross department training to facilitate time reduction of approval processes

5. ENSURE POLICIES THAT ENCOURAGE EMPLOYEE PARTICIPATION AND MORALE
  • Recognize and publicize employee accomplishments
     
  • Continue/expand opportunities for staff to interact with Commission and Board members
     
  • Support team building and morale activities

6. ENSURE LOW CRIME RATE
  • Continue to support Regional, State, and National efforts to lower crime level
     
  • Support and educate the public in community policing philosophy
     
  • Increase neighborhood visibility of police patrols/squad cars
     
  • Encourage participation/education re: Citizens Police Academy

7. IMPROVE VILLAGE COMMUNICATIONS AND CITIZEN COMMUNICATION

  • Continue to expand Cable Access Channel usage
     
  • Upgrade navigability and functionality of all modes of eletronic & social media
     
  • Increase Board outreach and accessibility to businesses and residents
     
  • Submit Village news and accomplishments to local media for publication
     
  • Continue to promote use of public buildings by the public
     
  • Promote on-line payments for Village licenses, fees, and registrants
     
  • Continue review of Board Policies

8. CONTINUE TO EXPLORE AND ENCOURAGE AFFORDABLE PRIVATE HOUSING
  • Investigate availability of handicapped accessible and attainable apartments
     
  • Assure Arlington Heights meets State attainable housing percentage requirements
     
  • Encourage and support the promotion of the Affordable Housing Trust Fund

9. MAINTAIN AND IMPROVE VILLAGE INFRASTRUCTURE
  • Evaluate feasibility of implementing Flood control recommendations as identified in pending consultant reports
     
  • Sidewalk maintenance - concrete & pavers
     
  • Explore additional options to improve pavement integrity
     
  • Pursue upgrade of Police Facility through analysis and direction
     
  • Encourage Commonwealth Edison to accelerate electrical service upgrades for residents and the business community
     
  • Continue to implement the EAB program and diversify the urban forest

10. PROMOTE GREEN-BASED POLICIES AND SERVICES
  • Continue to education in-house staff on green practices
     
  • Continue to promote incentives developed by the Environmental Control Commission for the public and businesses to further recycle
     
  • Seek grant to partner with green provider for green-based services
     
  • Encourage SWANCC to increase collaboration in green initiatives with Member municipalities
     
  • Encourage no-idle option at local events

11. MAINTAIN AND IMPROVE RELATIONSHIPS WITH STATE OFFICIALS FOR ISSUES EFFECTING ARLINGTON HEIGHTS
  • Monitor legislation that impacts Arlington Heights
     
  • Facilitate individual meetings with representatives to discuss local concerns and legislation
     
  • Improve internal Board communication through monthly reports from Mayor and Trustees on Village related business/legislative activities when representing the Village
     
  • Staff to provide and update the Board as necessary with legislators information including boundaries, contact information and committee assignments
     
  • Continue to monitor issues and dialogue with regional officials
