Focus on Village-wide Business Development
• Monitor Business District Beautification Program
• Promote equitable modifications to Cook County real estate classifications to be more business friendly
• Attract large national stores
• Continue and refresh the comprehensive Marketing and Business Plan
• Encourage and support efforts of the Arlington Heights Chamber of Commerce
• Encourage development of uniform retail hours Downtown, including evenings
• Increase and maintain business occupancy rate
• Continue and/or expand business attraction program, i.e. trade shows, tax incentives, Arlington Economic Alliance
• Continue to identify and revitalize underperforming shopping areas
Evaluate all Approval Processes for their Effectiveness
• Conduct survey of developers and residents (users) of process
• Apply quality improvement methods to department outcomes
• Continue to utilize cross department evaluation to facilitate time reduction of approval
Develop Effective Transportation Planning
• Support and promote Star Line through its completion and to relieve congestion
• Promote Route 53 extension
• Encourage greater use of mass transit and bicycles to alleviate traffic congestion
• Monitor FAA noise reduction initiatives
• Explore the possibility of developing local shuttle service for hotels, Arlington Park, OTB, Downtown eateries, shopping and recreation
• Monitor METRA and PACE to assure continued service and effectiveness
• Promote METRA services to people living outside Arlington Heights to fill their shopping and recreational needs in Arlington Heights
Balance the Budget
• Promote retention/attraction of car dealers and facilitate the creation of an Auto Mall
• Consider new revenue sources to ensure provision of essential services
• Explore possibility of increasing local sales tax by 1/4 %
• Continue implementation of user fee philosophy
• Continually evaluate cost and allocation of Village services
Continue High Level of Essential Services
• Continue infrastructure repair
o Explore additional options to improve pavement integrity
o Sidewalk maintenance – concrete & pavers
o Flood control
• Continue to monitor the needs for Senior services
• Continue to explore upgrade of Police Facility
• Use of performance measures to assess departmental progress
Ensure Policies that Encourage Employee Participation and Morale
• Recognize and publicize employee accomplishments
• Continue/expand opportunities for staff to interact with Commission and Board members
• Create team building and morale activities
Ensure Low Crime Rate
• Participate in Regional, State, and National efforts
• Continue to implement community policing philosophy
• Increase visibility of police patrols/squad cars
• Assess the value and need of expanding the canine program
• Re-institute neighborhood watch program Improve
Village Communications and Citizen Communication
• Expand use of Cable Access Channel
• Improvement of internal Board communication through reports from Mayor and Trustees on Village related business/legislative activities when representing the Village
• Further develop use of website and other modes of electronic media
o Explore placement of Board meetings on Village website
• Increase Board outreach and accessibility
o Offer opt-in email notification for Village news/events.
• Increase citizen awareness of Regional and National recognition of their hometown
• Submit Village news and accomplishments to local media for publication
Continue to explore and encourage affordable private housing
• Investigate availability of handicapped accessible and attainable apartments
• Assure Arlington Heights meets State attainable housing percentage requirements
Promote Health Issues
• Continue to support organ donations
• Encourage educational efforts on nutrition and obesity
• Conduct 10 year assessment and update of Healthy Arlington 2000 initiatives
Promote Green-based Policies and Services
• Educate in-house staff on green practices
• Consider use of consultants as needed
• Develop incentives for the public and businesses
• Seek grant to partner with green provider (i.e., manufacturer of green technology services)
• Encourage SWANCC to increase collaboration in green initiatives with Member municipalities
