Implementation

The Energy Efficiency Conservation Strategy sets forth a vision and course of action for the community to embrace
energy efficiency and conservation measures that reduce the Village’s carbon footprint and result in healthy improved
lifestyles.

This plan is just the first step in a long range process which entails taking many actions necessary to
implement the ideas and the goals and objectives set forth in this document. Over the past four decades, the Village
of Arlington Heights has been very active in promoting and implementing green activities and initiatives and this plan
sets forth the roadmap to continue this endeavor. In order to implement this strategy, the Village of Arlington Heights
will need to take implementation actions in the following major categories:

Funding
The Village of Arlington Heights will identify, pursue, and submit funding for energy initiatives.


Policies, Codes and Legislation
The Village of Arlington Heights will support programs that require or provide incentives for energy efficiency
and will evaluate potential modifications to ordinances and codes that promote the goals and objectives
outlined in this plan.


Promote and Educate
The Village of Arlington Heights will promote and educate the community to take action around climate
change and work with local businesses, residents, non-profit groups and other stakeholders to ensure
a greater understanding of the importance of climate change.


Monitor and Evaluate

In order to fully implement the various components of the Energy Efficiency Conservation Plan, the Village
of Arlington Heights will prepare annual progress reports and will monitor the efforts, successes and
accomplishment of the plan.


The Village’s EECS contains major goals and sub goals. Below is a summary of the activities submitted and how each
activity supports one or more of the strategic goals.



Activities and Budget


Development of an Energy Efficiency & Conservation Strategy-$10,000
The intent of this project is to provide funding as needed to implement the Energy Efficiency Conservation Strategy. (EECS)

Technical Consultant Services - $10,000
The intent of this project is to secure the services of a qualified consultant for the
purposes of measuring the benefits and success of the Village's emission reduction efforts.

Lighting:

North Side Deco Lights - $ 156,000
The intent of this project is to replace decorative low-mast street lights with high efficiency LED
lighting. It is expected that this project will reduce the Village's electrical consumption and that it will free up additional power
for other consumers on the electrical grid.

South Side Deco Lights - $ 304,000
The intent of this project is to replace decorative low-mast street lights with high efficiency LED
lighting. It is expected that this project will reduce the Village's electrical consumption and that it will free up additional power
for other consumers on the electrical grid.

Vehicles:

Hybrid Vehicle Acquisition - $ 29,000
The intent of this project is to replace standard gasoline burning vehicles with more efficient
hybrid electric vehicles. It is expected that this project will reduce the Village's gasoline consumption, produce annual savings
and reduce the carbon footprint per vehicle.

Bio-Diesel - $ 16,100
The intent of this project is to help offset the Village's cost in the use of 20% Bio-Diesel (B20) for its diesel fleet. It
is expected that our efforts in this area of energy management will help stimulate the economy through the increased
production of alternate renewable fuel sources. The use of bio-diesel is expected to reduce the carbon emissions of the fleet.

Energy Conservation:

Water System Energy Audit - $ 50,000
The intent of this project is to secure the services of a qualified consultant to conduct an
energy audit of the Village's water pumping and distribution system. It is estimated that energy savings can be realized
through more efficient electrical energy use that will be outlined in the study recommendations for future implementation.

PW LEED Analysis - $ 5,000
The intent of this project is to secure the services of a qualified consultant to conduct a LEED
Certification analysis of the Village's Public Works Building. It is expected that energy savings can be realized through more
efficient electrical energy use that will be outlined in the study recommendations for future implementation.

Residential Energy Loans - $ 67,000
The intent of this project is to provide residential energy loans to homeowners. The purpose of
these loans would be to perform residential energy audits and to implement one or more of the recommended energy
efficiency improvements. This will be a sustainable revolving loan program.

Small Business Energy Loans - $ 67,000
The intent of this project is to provide small business energy loans to businesses. The
purpose of these loans would be to perform small business energy audits and to implement one or more of the recommended
energy efficiency improvements. This will be a sustainable revolving loan program.
