Development & Design Review Process

The Plan Commission and the Zoning Board of Appeals have key roles in reviewing development plans and making recommendations to the Village Board. A final decision on development projects rests with the Village Board.

Plan Commission
Planning & Community Development assists with the  review process for Plan Commission applications. The review is a multi-departmental collaboration in which Petitioners receive guidance from all appropriate Village departments prior to presenting the request at a formal public hearing. The projects reviewed by the Plan Commission are:

  • Planned Unit Developments (PUD)
  • Re-Zonings
  • Special Uses
  • Land Use Variations
  • Plats of Subdivision
Plan Commission review can take a minimum of three to six months from the time an application is submitted. However, most new businesses do not need to go through the Plan Commission review process. 

Primary Sub-committees of the Plan Commission
Comprehensive Plan Subcommittee
Reviews and forwards recommendations to the Plan Commission on matters pertaining to the Comprehensive Plan and Official Map. The Comprehensive Plan is a long-range public policy affecting community character, economic well-being, cultural and social amenities, ease and convenience of circulation in the Village, and orderly development of various land uses. It also guides decisions related to community growth.  

Ordinance Review Committee
Reviews and forwards recommendations to the Plan Commission on matters pertaining to Municipal Code Chapter 28, Zoning Regulations, and Chapter 29 (Subdivision Regulations).

Conceptual Plan Review Committee
Reviews and forwards recommendations to the Plan Commission on matters pertaining to current and long range planning and individual petitions for a PUD, a rezoning, a special use, a land use variation, an amendment to the comprehensive plan, a plat of subdivision, and such other matters as may be referred to the Plan Commission by the Village Board.

Zoning Board of Appeals
The Zoning Board of Appeals reviews all requests for variations from the Zoning Regulations for projects which are not already being reviewed by the Plan Commission. The Zoning Board of Appeals also reviews applications to appeal the interpretation of the Zoning Regulations by the Zoning Administrator.  

Design Commission
Planning & Community Development also assists with preliminary and formal reviews for the Village Design Commission. The Department review encompasses landscape design review to ensure quality and cohesive treatment of commercial projects. Projects reviewed for design and architecture are:

  • Commercial development
  • Single-family homes
  • Variance request for signage
  • Administrative review of single-family homes
  • Administrative review of commercial development
  • Landscape design review
Design Review Process
To ensure that architectural design and beautification efforts align with the Village’s overall objectives for high quality architecture and aesthetics, the Planning & Community Development Department handles the review process for Design Commission applications with preliminary and formal reviews. The Department review encompasses landscape design review to ensure a high quality and cohesive treatment of commercial projects.

You will find Design Commission applications and design guidelines for different types of projects such as single-family, commercial and sign variations. All projects require building permit approval after design approval is obtained.

For single-family projects, each Design Commission application is reviewed on a case-by-case basis to determine if it will be administratively approved by staff, or if a formal Design Commission approval is required. The approval process is determined by considering various factors like location, scale, context and design.
