Next Steps for Arlington 425 Proposal

Review of the proposed Arlington 425 development was presented to the Village Board for an Early Review at the October 1, 2018 Village Board meeting. The developer, CCH, LLC, proposed plans to redevelop the northern three-quarters of the only vacant block of land in the Downtown on Campbell Street between Highland Avenue and Chestnut Avenue. The block has been vacant for over 20 years.

The Village’s Early Review Process, which was requested by the developer of Arlington 425, allows for the presentation of proposed projects to the Board as a way of obtaining preliminary feedback. The proposed project entails a  three-building development that includes a five- to six-story, 73-unit residential building facing Chestnut; an eight-story, 172-unit apartment building with 18,000 square feet of first-floor retail space on Campbell; and a 12-story, 113-unit apartment building on Highland Avenue with five floors of parking and residential units above.

Feedback on the developer’s proposal was provided prior to the Early Review from Village staff as well as Village Board members who reviewed the conceptual plans in one-on-one meetings with staff. Input was also received from a neighborhood meeting held on September 9, 2018, which introduced the development proposal to the surrounding neighborhood of the project. Approximately 830 households received invitations to the open house event. 

If the developer so chooses, the next step would be submittal of a formal application to begin the public hearing process. As part of this process, the Arlington 425 project will be reviewed by the Conceptual Plan Review Committee and then the Plan Commission, which would entail a public hearing process. The proposal would also require review by the Design Commission and Housing Commission. The proposed project also requires the completion of several studies including a detailed traffic and parking study that will be vetted during the review process.

After consideration by these Village Commissions, Arlington 425 would be presented again to the Village Board for review and final action.
