In June 2020, President Trump signed Executive Order No. 13929 - Safe Policing for Safe Communities. Pursuant to this Order, the United States Department of Justice established standards for law enforcement agencies to remain eligible for federal grants.  In order to comply, a law enforcement agency must maintain a Use of Force policy that adheres to all federal, state and local laws, and prohibits the use of chokeholds, except in situations where the use of deadly force is allowed by law.

The United States Attorney General granted authority to Illinois Association of Chiefs of Police - Illinois Law Enforcement Accreditation Program (ILACP) as the appointed State of Illinois independent credentialing agency. The US Attorney General also identified the Department's accrediting body - the Commission on Accreditation for Law Enforcement Agencies (CALEA), as a designated certifying authority.

The Arlington Heights Police Department (AHPD) applied for certification through both ILACP and CALEA.

On November 20, 2020, AHPD was notified by ILACP following a complete review that a 3-year certification was awarded. AHPD is privileged to be among the first group of 12 Illinois police departments to receive this recognition. Likewise, on December 8, 2020 CALEA determined through a comprehensive review of multiple related policies, the Arlington Heights Police Department met the conditions for certification. AHPD received a second affirming three-year award.

“These affirmations certify what our community already knows - that our Police Department is among the best of the best,” said Arlington Heights Mayor Thomas W. Hayes. “We are very proud of the men and women of our police force and can't thank them enough for the professionalism, judgment, and courtesy they display on a daily basis in keeping us safe.”

“It has been a longstanding policy of the Arlington Heights Police Department to not include chokeholds as part of its Use of Force policy. As a nationally accredited police department, the Arlington Heights Police Department has always included best practices in our law enforcement operating directives,” said Police Chief Nicholas Pecora. “Most important to us is to follow the policies we have in place. Realistically, it’s our team that moves this organization forward, guided by policies written on paper.”

The Arlington Heights Police Department continues to abide by best practices in policing that are achieved through an ongoing policy review process, training for excellence and evaluating all critical incidents to ensure the appropriate level of response was applied.
