The Village of Arlington Heights is seeking to replace several enterprise applications with new solutions that better meet the Village’s needs. The Village is interested in Proposals from qualified providers of enterprise software. The successful solution(s) will meet or exceed the current Village functionality and provide a robust system that will support the Village’s growth well into the future. 

The Village intends to procure new Financial, Human Resources, Payroll, Time & Attendance, Utility Billing and Community Development software(s). The full scope is explained in Section 3: Scope of Services, found in the RFP for Enterprise Systems and Implementation Services below. 

The Village will: 

  1. Require both software and implementation services. 
  2. Consider only a cloud solution. 
  3. Evaluate proposals for a 10-year total cost of ownership.

Notice to Bidders...

Sealed Proposals for the Village of Arlington Heights 2020 RESURFACING PROGRAM & SIDEWALK PROGRAM will be received on or before, but no later than 11:00 a.m. local time on May 27, 2020. Said proposals must be dropped off at 33 S. Arlington Heights Road, Arlington Heights, IL. When dropping off your bid please call the phone number on the door 847/368-5500 and a Village employee will come and retrieve the bid. Bids will be opened and read out aloud at this time.

The above designated work and improvements referred to as 2020 RESURFACING PROGRAM & SIDEWALK PROGRAM shall include the resurfacing of approximately 5.7 miles of bituminous streets within the Village of Arlington Heights, widening of brick sidewalk and installation of a mid-block crossing with enhanced LED pedestrian crossing signs in the Downtown, and partial reconstruction and resurfacing of the parking lot for Fire Station No. 2. This work will include, but is not limited to, bituminous surface removal; curb and gutter removal and replacement; sidewalk removal and replacement; bituminous paving; bituminous pavement patching; driveway repair; structure reconstruction; structure adjustments and restoration. The locations for this work are shown in the Contract Documents. This work shall be to the requirements as indicated in the Contract Specifications.

In addition, the CDBG-funded work must comply with the following federal laws and regulations: All work must meet CDBG/HUD requirements. For all designated work on the CDBG locations, bidders shall comply with Executive Order 11246 of September 24, 1965, entitled “Equal Employment Opportunity,” as amended by Executive Order 11375 of October 13, 1967, and as supplemented in Department of Labor regulations (41 CFR chapter 60); the Copeland “Anti-Kickback” Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3); the Davis-Bacon Act (40 U.S.C. 276a to 276a-7) as supplemented by Department of Labor regulations (29CFRpart 5); Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 - 330) as supplemented by Department of Labor regulations (29 CFR part 5); with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 U.S.C. 1857(h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, and Environmental Protection Agency regulations (40 CFR part 15); and mandatory standards and policies relating to energy efficiency which are contained in the Illinois energy conservation plan issued in compliance with the Energy Policy and Conservation Act (Pub. L. 94-163, 89 Stat. 871).[53 FR 8068, 8087, Mar. 11, 1988, as amended at 60 FR 19639, 19642, Apr. 19, 1995]; Housing and Community Development Act of 1974, as amended and 24 CFT Part 570; 2 CFR Part 200; Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701u), and regulations at 24 CFR Part 135; 24 CFR Part 87 New Restrictions on Lobbying; and 24 CFR 570.611 (b) Conflict of Interest.

A copy of the Contract Documents are on file and available for inspection at the office of the Village Engineer, Village of Arlington Heights located at 33 S. Arlington Heights Road, Arlington Heights, IL 60005. Electronic copies of the Contract Documents may be obtained as of May 18, 2020, from Paula Kereluk, Purchasing Coordinator, or (847) 368-5500. Fees for plans and specs will be waived at this time.

Bidders shall comply with the Prevailing Wage Rate Act (820 ILCS 130/) for the Base Bid, and the CDBG-funded work with the Department of Labor the Davis-Bacon Act wage rate will apply. Standard Specifications for Road and Bridge Construction, adopted April 1, 2016 and the Supplemental Specifications and Recurring Special Provisions adopted January 1, 2020. Bidders will also be required to comply with the applicable equal employment opportunity provisions.

Bid bond, cashier’s check, certified check drawn on a solvent bank in the State of Illinois, payable without condition to the Village of Arlington Heights in an amount not less than five percent (5%) of the bid, shall be submitted with each Proposal.

A Pre-Bid Conference will be held via conference call or Zoom meeting on May 22, 2020 at 10:00 a.m. Bidders’ questions will be responded to at that time only. It is suggested, but not required, that any questions regarding the bid documents be submitted to Aldair Vargas prior to the Pre-Bid Conference in order to allow the Village sufficient time to adequately research and prepare a response for the conference.

The Owner reserves the right to reject any Proposal for failure to comply with all requirements of this notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the right to reject any and all Proposals or to award a Contract which, in its judgement, is in the best interest of the Owner.

Bidder must furnish a current copy of their Certificate of Eligibility issued by the Department of Transportation, State of Illinois, category 003 Bituminous Plant Mix, in order to bid on this project. All bidders shall be pre-qualified at a minimum of $3.5 million. The Affidavit of Availability must be submitted with the proposal, showing all uncompleted contracts awarded to them and all low bids pending award for Federal, State, County, Municipal and private work.
